Job Description

Location: Wales

Support the Harbourmaster in facilitating the safe and efficient utilisation of the port and its surrounding waters by all users, in accordance with applicable marine legislation and organisational policies.

In particular, the role will include responsibility for the Dockmaster function and providing support to associated dock teams to ensure compliance with the Port Marine Safety Code, as well as offering professional marine input into planning and operations across port infrastructure. The post holder will exercise delegated authority on behalf of the statutory harbourmaster.

Main Responsibilities

  • Dockmaster

    • Act as Dock Master for the Port, ensuring compliance with the Port Marine Safety Code.

    • Provide professional marine advice to the Port operations team.

  • Marine Support & Liaison

    • Act as Marine Support and Liaison for associated docks and quaysides.

  • Duty Harbourmaster

    • Act as Duty Marine Manager for one week in four as per rota, in conjunction with other Marine Managers.

    • Receive notifications of shipments of dangerous substances.

    • Conduct spot checks on carriers of dangerous substances (e.g., crude oil, petrol, butane, propane) to ensure compliance with the Dangerous Substances in Harbour Areas Regulations 1987, etc.

    • Carry out investigations of reports of oil pollution offences as required.

  • Navigation & Pilotage

    • Serve as the subject matter expert on coastal navigation and/or pilotage, including policy, procedures, and associated equipment.

  • Emergency Planning & Risk Preparedness

    • Prepare and maintain the Port Waste Management Plan for ship-generated waste and ensure compliance.

    • Prepare, maintain, and exercise the Port’s Oil Pollution Plan and ensure OPRC compliance.

    • Prepare, maintain, and exercise the Port’s Emergency Plan.

    • Work with multi-agency groups under the Civil Contingencies Act.

    • Develop and maintain other statutory or voluntary plans such as the Ballast Water Management Plan.

  • Simulator Support

    • Assist in responding to simulator enquiries and progressing opportunities with the Commercial team.

    • Liaise with Marine Administration on simulator facility bookings and correspondence.

  • Marine Navigation Aids

    • Manage maintenance of fixed and floating navigation aids in liaison with the Mechanical and Electrical Maintenance Manager, in accordance with published Service Level Agreements.

    • Oversee completion of PANAR reporting and fulfil duties as a Local Lighthouse Authority.

  • Marine Projects

    • Take a lead role within the Harbourmaster team on marine-related projects and planning activities.

  • Incident Investigation

    • Undertake accident, incident, and pollution investigations and produce reports as required.

  • Management

    • Line management responsibility for the Marine Administration Team.

    • Undertake other duties as required.


Other Duties

  • Act as Duty Harbourmaster / Marine Manager on a rotational basis.

  • Provide cover within VTS when required.

  • Undertake any other duties agreed with the Harbourmaster.


Risk Management

  • Remain alert to all potential risks, raising concerns and reporting events through the Assurance Framework.

  • Maintain knowledge of international maritime regulations and those relating to Port Marine Operations, including the Port & Marine Facilities Safety Code.

  • Adhere to all relevant company policies, procedures, SEMS, byelaws, general directions, and local work instructions.


Person Specification

Essential:

  • Officer of the Watch Certificate

  • Harbour Master Diploma/Certificate

  • Experience in marine safety, emergency management, and incident investigation
