Salary: £58,935.67 per annum
Hours: 37.5 per week
Contract: Permanent, full time

As a Marine Support Officer, you will support the Harbourmaster team in facilitating the safe and efficient utilisation of the Haven by all users, as required by the Milford Haven Conservancy Act 1983 and MHPA Act 2002. Ensuring that Undertaking VTS operations as necessary and ensuring PMSC Compliance is maintained. The post holder exercises the delegated authority of a statutory Harbourmaster.

PRINCIPAL RESPONSIBILTIES
• Exercise the powers of the Harbourmaster (HM) in their absence and as necessary.
• Initiate Emergency and Oil Pollution Contingency Plans when necessary.
• Undertake VTS cover for VTS staff when necessary.
• Liaise with AHMs on implementation of VTS CPD and in joint simulator exercises with the wider marine team.
• Act as a Marine incident investigating officer when required.
• Have as Duty “on call’ commitment when required.
• Lead in overseeing Risk Management (RM) Administration (including chairing review panels, running the Port’s marine (RM) tool (currently HAZMAN), Marine Dept. audit schedule, Marine Safety Plan and PMSC compliance.
• Undertake safety trend analysis for the Marine Department.
• Liaise with HM and AHMs to assist with Emergency Resilience and Planning.
• Administer and monitor the issue and compliance of: Dive Notifications, Tow Plans, Bunker Checklists, Immobilisation requests and other similar marine applications and permits.
• Administer and review Port Guidelines, General Directions, Pilotage Directions, Byelaws, Marine PIMS, Towage Guidelines, LWI’s and Risk Assessments.
• Fishing Vessel Permit Onboard Assessments.
• Other duties of a similar nature as required as required HM / AHMs.

RISK MANAGEMENT
• Ensure that you are alert to all possible risks, raising any concerns and reporting events through the Assurance Framework.
• Knowledge of International maritime regulations and those relating to Port Marine Operations, including the Port & Marine Facilities Safety Code.
• Be familiar with and adhere to all relevant company Policies, Procedures, SEMS, Byelaws and General directions as well as relevant Local Work Instructions.

PERSON SPECIFICATION
Essential:
• Senior Marine Certificate of Competency or V103/2 qualification.
• Previous experience in VTS.
• Computer literate in MS Office and databases.
• Self-motivated, capable of devising, planning, prioritising, and completing projects on time.
• Good communicator with excellent interpersonal and people skills at a range of levels from Senior Management to customers, suppliers, and staff.
• Flexible to working patterns/shifts at short notice.
• Full current manual driving licence.

Desirable:
• Served in a senior position at sea.
• Harbourmaster’s Diploma or similar academic qualification.
• Experienced V103/4 trainer or similar adult training qualification.
• Qualified assessor.
• Qualified in marine risk management and audit processes.
• Report Writing skills.
• Innovative and forward thinking.
• Tanker experience.
