As a Deputy Harbourmaster you will support and act as the alternate for the Harbourmaster in facilitating the safe and efficient utilisation of the Haven by all users, as required by the Conservancy Act 1983 and MHPA Act 2002.
The post holder exercises the delegated authority of a statutory Harbourmaster. Act as the primary point of contact for day-to-day maritime operations.
MAIN RESPONSIBILITIES
Investigations Officer:
- Investigate reports of oil pollution and supervise any associated clean-up operations. Prepare statement of facts/costs for clean-up claims.
- Maintain records of oil pollution incidents and produce statistics.
- Investigate Port Incident and Near Miss Reports.
- Prepare reports and evidence, in co-operation with the Authority’s solicitors, for the purposes of prosecution, and attendance in court if required.
Divisional Business Plan and Marine Expenditure Budget:
- Initiate proposals for improvements in business performance, financial or otherwise.
- Prepare the annual expenditure budget for Pilotage (A09).
- Monitor expenditure against budget and take sensible action when necessary to control variance.
- Approving invoices and overtime sheets in accordance with financial limits.
- Assist in the preparation of The Port Authority Business Plan and provide input to the Authority’s Strategic Plan, when required.
Act as an Inspector:
- Receive notification of shipments of dangerous substances.
- Carry out spot checks on carriers of dangerous substances (e.g. crude oil, petrol, butane and propane) to ensure compliance with the Dangerous Goods in Harbour Areas Regulations 2016 (DGHAR)
- Undertake accident/incident/pollution investigations and produce reports as required.
Planning Officer:
- Prepare and maintain the Port Waste Management Plan for ship-generated waste, facilitate and monitor compliance with the plan.
- Prepare, maintain and exercise the Authority’s Oil Pollution Plan and ensure OPRC compliant,
- Work with multi agency groups such as LRF under the auspices of the Civil Contingencies Act.
Deputy Pilot Manager:
- Responsible to the Harbourmaster for day-to-day marine operations in the port
- To manage elements of the Pilot team including aspects of performance management, to include:
- Ensure pilots are fully trained and kept up-to-date in accordance with best industry practice and
- the agreed Pilot Training Manual and to keep those under review.
- Review allotted pilots annually and conduct mid-period reviews as required.
- To approve the pilot roster.
- Process Pilot overtime.
Other duties:
- Deputise for the Harbourmaster in his absence, assuming full responsibility in Marine and other management matters.
- Take a lead in emergency preparedness and response in the absence of the Harbourmaster.
- Liaise with port users, customers and stakeholders.
- Undertake training and development, to maintain and develop skills and knowledge relevant to the post.
- Liaise with the emergency services.
- Provide cover within VTS when required.
- Act as Duty Harbourmaster / Marine Manager for a period of one week out of four in conjunction with Assistant Harbourmasters.
- Respond to requests for Port information.
- Undertake any other duties that the Harbourmaster may agree with the post holder.
- To undertake Pilotage Exemption Certificate (PEC) examinations.
RISK MANAGEMENT
- Ensure that you are alert to all possible risks, raising any concerns and reporting events through the Assurance Framework.
- Knowledge of International maritime regulations and those relating to Port Marine Operations, including the Port & Marine Facilities Safety Code.
- Be familiar with and adhere to all relevant company Policies, Procedures, SEMS, Byelaws and General directions as well as relevant Local Work Instructions.
PERSON SPECIFICATION
Essential:
- An empathetic, collaborative leader and effective and proven change manager.
- Experience in a major UK or European port with line management responsibility for an operational team and departmental budget or previous seagoing experience in a senior role.
- Master Class 1 Foreign Going Certificate or recognised Harbour Master qualification.
- Operational experience with large vessels (ideally hydrocarbon cargos).
- Excellent oral and written communication and listening skills.
- Disposition – team player with ability to direct actions in a calm manner at all times, particularly in contingency situations.
Desirable:
- Pilotage experience
- University Degree or recognised Harbour Master qualification.
- Seagoing experience at rank of Chief Officer or Master.
- IT skills.
- V103 qualification.
- Knowledge of Civil Contingencies Act and local working arenas.
